Forward Energo plans wind turbine component production in Togliatti
Forward Energo plans a wind turbine component plant in Togliatti, with investment of at least RUB 4.5 billion and 400 projected jobs under a special investment contract.

Forward Energo plans to establish wind turbine component production in the Togliatti special economic zone in Russia's Samara Region. A special investment contract signed at the St. Petersburg International Economic Forum provides for the localisation of technologies for large-capacity wind equipment. Planned investment is at least RUB 4.5 billion, with 400 jobs projected for the manufacturing project.
The planned production scope covers the following main components:
- blades and hubs;
- nacelles and generators;
- towers and automated control systems.
Forward Energo intends to involve Russian companies through industrial cooperation for a number of elements. The agreement was signed with the Russian Industry and Trade Ministry and the Samara regional authorities. Forward Energo, formerly PJSC Fortum, was under Federal Property Agency management when the contract was announced in June 2024.

Samara wind power development plans
Forward Energo had outlined separate wind-generation projects in the Samara Region in October 2023. Construction of a 253 MW wind farm in Krasnoarmeysky District had begun before being suspended following the departure of foreign suppliers from the Russian market. The company said it was returning the project to an active phase and had reached preliminary arrangements with some new partners.
A further wind farm of approximately 300 MW was proposed for construction during 2027–2029. Several sites in the southern districts of the Samara Region were under consideration, taking account of wind conditions. At the time of the October 2023 announcement, Forward Energo's operating renewable-energy portfolio, including joint ventures, exceeded 1.2 GW.
Renewable generation and electricity origin records
Forward Energo's renewable-energy assets joined Russia's national registry of generation attributes and electricity origin certificates in 2024. The company announced the entry on Apr 1, 2024. It said participation allowed customers to obtain documentary confirmation that the electricity they purchased originated from renewable sources. Customers could acquire certificates directly or through their electricity retailer or a specialist intermediary, including when purchasing small volumes of electricity.
Forward Energo and its joint ventures had supplied electricity from renewable sources to customers since 2018. The group's generation portfolio also included the Arshanskaya solar power plant in the Republic of Kalmykia, with capacity stated as 116 MW in the April announcement. The company presented the certificate system as a means for customers to document the origin of renewable electricity they purchased.
